We were wondering if we could go up to the restaraunt in the Eifel tower for desert and coffee to watch the fountains? Is it best to go later, say after 9 or 10 o%26#39;clock? Is the restaraunt at the top, or half way up?

You would have to contact the restaurant directly. If they%26#39;re not busy it%26#39;s possible they%26#39;ll let you do it, but they are a fine dining establishment and usually expect to have a couple spending $150+ on a dinner, so they may not be thrilled to have someone taking up a table for $25 of coffee and dessert.
But give them a call, some places will allow it after a certain time.
This came up a few months back and I know at least one couple was turned away trying to do this, but I think another couple was successful.
Pro and Con, you should be able to have desert at the bar without any problem just walking in.
As far as tables thats going to be a problem, in most cases they are not going to let you occupy a table, you might be able to hit an off night and succeed, a little tip might help.
Be brave, take a table, order a drink, get the menu and after the drinks have been served, say your not hungry and just order desert. Works everytime that I have tried all over the world. The look on their faces can sometimes be a great photo shoot.
